New Rochelle Community Action Program (Cap)

The Low-Income Home Energy Assistance Program (HEAP) is a federally funded initiative designed to support eligible households in managing their energy costs. Qualified individuals may receive one standard HEAP benefit each program year and might also qualify for emergency assistance if they face the risk of running out of fuel or having their utility services disconnected. The Regular HEAP benefit for the 2024-2025 period became available on November 1, 2024. The First and Second Emergency benefits are set to launch on January 2, 2025. Additionally, the Heating Equipment Repair and Replacement benefit opened on October 1, 2024, while the HEAP Clean and Tune benefit also started on October 1, 2024. The Cooling Assistance Benefit is expected to be available from April 15, 2025.

Intake Procedure: Regular HEAP Eligibility includes low-income families with children under 6, individuals aged 60 and older, and those with permanent disabilities who are recipients of Food Stamps, TANF, or SSI. Emergency HEAP Eligibility is for low-income families and individuals facing urgent situations. Furnace Repair/Replacement Eligibility is designated for low-income homeowners.
