-Energy assistance: Households with low income -Emergency assistance: Low-income households facing overdue bills or disconnection notices -Water or power discounts: Residents of the City of Hood River Water with an active Pacific Power account in their name. Rentals with water covered by another party qualify for the discount if within the City of Hood River service area. A discount will be applied to the Pacific Power bill instead of a water bill discount in such cases. -Seniors aged 60 and above and adults with disabilities: Monthly discounts on power, water, sewer, and garbage bills for customers of City of The Dalles, Northern Wasco County PUD, and The Dalles or Hood River Disposal -Outreach: Must reside within the service area and show proof of crisis or special need.
