About this resource
Functions as an independent entity dedicated to investigating complaints, concerns, or rights violations for children under the care of ODHS Foster Care. This office was created through legislation initiated by both current and former foster youth and is tasked with receiving, investigating, and resolving issues raised by a diverse group, including foster youth, parents, relatives, CASAs, attorneys, social workers, and other stakeholders. The Ombudsman carefully listens to concerns, records complaints, collects pertinent information, maintains neutrality, and offers advice on how to proceed. Additionally, it operates the Youth Empowerment and Safety (YES) line, which serves as a hotline for complaints as well as a resource for foster youth to inquire about their rights, well-being, or any challenges they face regarding their care or services while in the system.
