About this resource

Flexible services, referred to as "flex funds," consist of non-covered offerings that complement the covered benefits of the Oregon Health Plan (OHP) via Coordinated Care Organizations (CCOs) to enhance care delivery and support member health and wellness. Eligibility for these services is determined by the CCO. Examples of services may include: -Housing assistance (such as rent support, deposits [with a move-in date], utility payments, and programs for women and children) -Short-term motel accommodations (for those being released from hospitals, facing severe weather, needing temporary housing before moving into a new home, or escaping domestic violence) -Devices like cellphones and computers -Educational resources and classes -Family and home support items (e.g., child safety products, parenting programs, household appliances, climate control devices) -Gym memberships and fitness classes/equipment -Health and substance use prevention resources. All flexible services are assessed individually by the CCO. These services are not intended for emergency situations, and CCOs are not obligated to provide them. Since flexible services are not covered benefits, denials cannot be appealed, though OHP members may file a complaint.

Intake Process: CCO members should contact their CCO or check the website for details; Open card members can call or email for information; Clients not affiliated with a CCO should call for assistance.

Who can use this

  • To qualify, individuals must be current CCO members, unable to obtain the requested service through other means, and must provide all required documentation, with services being limited and not guaranteed.
