About this resource
This service offers a reporting and referral system aimed at aiding victims of bias. Operators trained in trauma-informed care can advocate for bias response and help individuals report bias-related crimes to law enforcement. However, the service does not provide legal counsel or conduct investigations into reports. A bias incident refers to any aggressive expression possibly driven by an individual's race, color, disability, religion, national origin, sexual orientation, or gender identity. Under Oregon law, a hate crime, or bias crime, is defined as any crime motivated by bias. Such incidents and crimes can manifest verbally, physically, or visually, targeting individuals in protected classes, their family members, or even those mistakenly perceived to belong to a protected class.
