The City of Portland oversees the enforcement of minimum property maintenance and safety standards for residential buildings, which is carried out via inspections. The Portland City Code outlines various essential housing maintenance requirements. Inspectors evaluate whether heating, water, and electricity are safe and sufficient, check the stability and security of the structure, and look for plumbing, electrical, or mechanical hazards. They also assess the safety of stairs, handrails, and guardrails. Additionally, the program addresses issues related to abandoned and disabled vehicles, derelict buildings (those that are vacant and boarded up), and nuisances in exterior property areas, such as overgrown grass and weeds, trash, debris, scrap metal, auto parts, and appliances. If serious mold is present in rental properties and has caused tenant illness, an inspection may be conducted as part of the assessment. All building and safety concerns can be reported through this program.
