The Portland City Code outlines various essential housing maintenance requirements, prompting inspectors to evaluate whether heat, water, and electricity are safe and sufficient, if the structure is secure and stable, and if there are any plumbing, electrical, or mechanical risks. Additionally, inspectors check the safety and adequacy of stairs, handrails, and guardrails. The program also addresses issues related to abandoned or disabled vehicles, vacant and boarded-up buildings, and exterior nuisances such as overgrown grass, trash, scrap metal, auto parts, and appliances. In cases where serious mold in rental properties has caused tenant illness, inspections may be conducted as part of the assessment process. All concerns regarding building and safety regulations can be reported through this program.
