- To qualify, individuals must fall into one of the following categories: immigrants, refugees, and asylum seekers; low-income residents of Oregon; those with limited English skills; families facing hardship or housing instability; individuals of all ages; BIPOC (Black, Indigenous, Persons of Color); and members of the Rohingya and Myanmar Community.
