- Applicants must fulfill the following criteria: -Possess a utility bill from the City of Sherwood (COS) for water, sewer, street, and surface water management services -Have been an active COS utility billing customer at the same address for a minimum of four months -Meet income requirements for 60% of State Median Income OR -Experience a hardship such as unexpected medical costs, divorce, loss of a family member, or a natural disaster.
