Priority access is granted to members and residents of Coos, Deschutes, Jackson, Marion, Multnomah, and Washington Counties, while individuals from other Oregon counties must obtain membership to access services.

Due to a high volume of inquiries and significant budget constraints, there may be delays in response times.

Fees: For residents in Coos, Deschutes, Jackson, Marion, Multnomah, and Washington Counties, there are no fees. For those in other Oregon counties, a $10 annual membership fee applies, although volunteering 2 hours can waive this fee.
