- Residents may qualify if they live in an eligible service area, have an annual income at or below 200% of the Federal Poverty Level, or are enrolled in specific programs such as Medicaid, SNAP, SSI, Federal Public Housing Assistance, VA Veterans Pension, or VA Survivors Pension.
