About this resource

The Emergency Assistance (EA) program offers urgent, short-term support for families in crisis to address or avert homelessness caused by utility disconnections. Additionally, the HELP program assists with monthly electric bills through Rocky Mountain Power.

Who can use this

  • To qualify for the EA program, a family must be at risk of utility shutoff or in need of utilities due to overdue payments stemming from an uncontrollable crisis. They must have a dependent child or a woman in her third trimester of pregnancy and show the capability to make future payments. The household must also meet specific income and asset criteria and have exhausted all other options. For the HELP program, household income should not exceed 150% of the federal poverty level.
