About this resource
This initiative offers support through R.E.A.C.H. (Dominion Energy), LEND A HAND (Rocky Mountain Power), and Project Water ASSIST (Salt Lake City Corporation Water). These programs are designed to help low-income individuals, seniors, disabled persons, veterans, and families in catching up on overdue bills, preventing service disconnection, or establishing utility services in a new home. Each household is eligible for assistance only once within a 12-month period, and the water utility aid is specifically for residents of Salt Lake City.

Who can use this
- As of November 2025, applicants for the Salvation Army utility payment assistance must first be approved for the HEAT Program (2025-26) and have a past due balance. The household income should be below 150% of the federal poverty level and must include at least one member who is disabled, a veteran, aged 60 or older, or under 5 years old. For Rocky Mountain Power, applicants must also apply to the HEAT program first, and at least one member must be under 17, a senior, disabled, or a veteran. For Salt Lake City Corporation water assistance, the household income must not exceed 150% of the Federal Poverty Level and must have received a shut-off notice.
Documents you may need
- Most recent copies of the utility bill(s) with account number(s) needing assistance.; Income Verification — Social Security Award Letter (current year), a bank statement showing the most recent deposit, OR paycheck stubs for the last 30 days for all income earners in the household.; Photo ID — Photo ID for all household members over the age of 18. For children under the age of 18 include birth certificate/Medicaid cards, or immunization records.; HEAT Notice of Decision (if applying for Rocky Mountain Power or Enbridge Gas assistance); Completed Salvation Army intake form (available on the website).
