Who can use this
- According to the McKinney-Vento Homeless Act, families or students qualify as homeless and are entitled to special rights if they are: * residing in a shelter, motel, vehicle, or campground * living on the street, in a 24-hour restaurant, or at a bus station * displaced by a natural or manmade disaster (such as floods, earthquakes, or fires) * staying in a motel, abandoned building, trailer, or other inadequate living conditions * living with friends or relatives due to lack of affordable housing * "couch surfing" * teenagers living independently.
