Cost: There are no fees involved.
Who can use this
- LIHEAP is available for all residents of Island County who earn at or below 125% of the federal poverty guidelines, while PSE is specifically for Whidbey Island residents at 150% of these guidelines. Salvation Army Warm Home Vouchers are available for those at 150% of the federal poverty level.
