This program offers seasonal financial support to households that meet income criteria for heating and energy expenses. To make an appointment, individuals can either call or visit the website; there is no need for an overdue bill or shut-off notice. Additionally, a limited number of air conditioning units are available for those who qualify for LIHEAP this season.

Intake Process: If your power has already been cut off or is set to be disconnected within 24 hours, you can send an email with your disconnection notice or call your local Hopelink office, where you will likely reach voicemail. Please leave a comprehensive message, including your name, phone number, shut-off date, utility provider, and energy account number if applicable. PSE HELP can be applied for online without needing an appointment. If your power is still on, you can apply for LIHEAP through one of the following methods: Schedule an in-person or phone appointment by visiting the website or calling the Energy Assistance Appointment and Information Line. Using the website is encouraged for quicker access to appointments, allowing clients to view a full calendar of availability and select their preferred date and time, whereas the phone line only provides the next available slot. The phone line is automated and available 24/7. Be ready to listen carefully to the recorded instructions and note down all required documentation for your appointment. Both the phone and website draw from the same appointment pool, with new slots released every Monday at 9 AM. If all slots are filled, please try again the following week. When booking an appointment, clients can opt for either a phone or a limited number of in-person meetings. Appointments cannot be made through the main office line. If you have a phone appointment, your specialist will inform you about the necessary documents during the call. If you have submitted a mail-out application, there is no need for a phone appointment. If uncertain, it is advisable to schedule a phone appointment for assistance with the application process.

Who can use this

  • Residents in north and east King County, with specific ZIP codes, are eligible if their gross household income is at or below 150% of the Federal Poverty Level for LIHEAP, and net household income is at or below 80% Area Median Income for SHEAP and PSE HELP. Assistance may be received once per program year for each program, and certain conditions apply for air conditioning unit eligibility.
