Who can use this

Residents of Washington state aged 16 and above, along with their eligible family members, who have been in the U.S. for 5 years or less, have not become naturalized citizens, and hold a valid entry status as a Refugee, Asylee, Victim of human trafficking, Amerasian, Cuban-Haitian entrant, or Iraqi or Afghan Special Immigrant.
