Who can use this

Household member (including single-person households) who has served at least one day on active duty, with a discharge status other than dishonorable or dismissed by general court martial, household income below 80% of Area Median Income, resident of King County or Snohomish County, literally homeless with a commitment to secure permanent housing, or at imminent risk of homelessness within 30 days with a notice to vacate.
