This program offers comprehensive financial assistance to incapacitated adults without minor children who are either without income or enrolled in ABD, including support for hygiene items, case management, referrals, and transportation costs.
Intake Procedure: To enroll in HEN, individuals should contact DSHS. A letter from DSHS confirming eligibility for the program is required for enrollment. If eligibility is confirmed, individuals can register in person at the Phoenix Center and will receive immediate access to HEN transportation and essential needs services. Depending on available funding and capacity, CCS will prioritize rental assistance for those currently utilizing HEN services and meeting the program criteria. A HEN case manager will reach out to eligible individuals for potential rent or utility assistance when it becomes available. For general inquiries about HEN or to access services post-enrollment, individuals can call for assistance. Clients already enrolled can also reach out to their case manager.

Who can use this
- Applicants must be recognized by DSHS as unable to work for at least 90 days due to mental health issues, physical disabilities, or participation in a chemical dependency treatment program, and must either have no income or be part of the ABD program, with DSHS evaluating income and assets against guidelines.
