Who can use this
- There are no limitations for general adoption. For Special Needs Adoption: Families must have a child under 18 who is legally free (with terminated parental rights), has special needs, is in state-funded foster care (or is eligible and likely to enter foster care), or qualifies for federal adoption assistance.
