The program assists clients who qualify for HEN by providing essential items such as toiletries, toothpaste, shampoo, laundry/dish soap, and bus passes. Financial support may cover rent, utilities, and move-in costs, contingent on available funding. Applicants must first register with DSHS, and upon qualification, they can contact Washington Gorge Action Programs for further assistance.

Who can use this
- Only clients confirmed by DSHS as eligible for HEN can receive assistance. Washington Gorge Action Programs will check eligibility and evaluate the client’s risk of homelessness to see if they qualify for financial aid, which is not guaranteed; however, all clients can receive essential needs support. Criteria for Housing and Essential Needs Grant Funds include individuals living outdoors, in unsuitable buildings, emergency shelters, temporary housing, or escaping domestic violence. Signs of substantial risk include eviction notices, utility shut-off warnings, or late payment notices. Additional considerations encompass overcrowded living conditions, condemned residences, sudden utility cost spikes, physical disabilities, chronic health issues, recent institutional care, mental health or substance abuse histories, credit issues affecting housing access, pending rental property foreclosures, recent discharges from facilities, or previous homelessness within the last year. The program will also evaluate available support options, including networks of friends, family, churches, and social service agencies.
