Who can use this

To qualify, households must be literally homeless, which includes having no stable, regular, or suitable sleeping arrangements (such as living in a vehicle, tent, or outdoors), residing in a shelter, transitional housing, or a hotel/motel funded by a charity or government program, or exiting an institution (like jail or a hospital) within the last 90 days after being homeless prior to entry. Additionally, those escaping domestic violence are eligible if they lack a safe place to stay and do not have the resources or support to find alternative housing.
