Who can use this
- Must not have a high school diploma (GEDs accepted); Reside in Washington state; Be at least 16 years old and under 21 as of September 1 of the intended school year; Must be significantly lacking in credits or have a counselor's recommendation indicating they are unlikely to graduate by age 21.
