The distinction among these levels is determined by the proportion of medical expenses covered by the health plan versus the out-of-pocket costs incurred by the insured through copays and coinsurance.

Who can use this

  • Individuals and families with incomes up to 400% of the Federal Poverty Level can receive assistance with premium and copay costs, while those earning below 138% are eligible for WA Apple Health (Medicaid). Special Enrollment periods may be available due to significant life changes such as marriage, childbirth, relocation, or loss of coverage.
