Cortland County Community Action Program (Capco)

This program provides emergency financial support to low-income families and individuals in Cortland County who are facing challenges in paying their heating bills. To be eligible, individuals must meet the HEAP income guidelines and should contact CAPCO to schedule an appointment for application. Additionally, those who are already HEAP recipients can apply for the Care & Share program. HeartShare Human Services of New York is responsible for managing this initiative.
