Buffalo Water Affordability Program

This initiative offers a reduction on quarterly water bills for low-income households, whether they are homeowners or renters. Households with low income can receive a $15 discount per quarter ($60 annually), while very low-income households qualify for a $22.50 discount per quarter ($90 annually). Seniors can access further discounts (details in the Intake/Application Process section). The program can be accessed through the Get Water Wise Buffalo platform, which serves as an official assistance tool for the Affordable Water Program.

Application Process: There are multiple ways to apply: You can apply online via Get Water Wise Buffalo. Applicants must provide documentation to confirm income and residency. Enrollment in SNAP, HEAP, SSI, or Public Assistance automatically verifies eligible income. The application process takes approximately 10 minutes. You can call or email to request an application form. Complete the application and submit it along with copies of the following documents via mail (281 Exchange St, Buffalo, NY 14204), fax (716-847-0150), or email (customerservice@buffalowater.org): Water bill, proof of income (current PA, SNAP, HEAP, or SSI documentation is automatically accepted), proof of ownership if a homeowner, or a lease/landlord statement indicating the tenant's responsibility for the water bill if a renter. Applicants must renew their application every year, as the discount ends on December 31st each year; applying at the start of the year is advisable to benefit from the full 12 months of discounts. Seniors seeking additional discounts should present a copy of their enhanced STAR tax exemption at the water department located in City Hall (Room 1038) to receive the reduced rate.
