About this resource
This initiative provides Home and Community-Based Services (HCBS) and Community Oriented Recovery and Empowerment (CORE) Services aimed at adults. It specifically targets those who are eligible for the Health and Recovery Plan (HARP) and are Medicaid beneficiaries facing behavioral health challenges within New York State’s Behavioral Health System. Eligible individuals typically have a serious mental illness or substance use disorders.

- Adults aged 21 and older who qualify for HARP and live in Steuben and Chemung counties.
