The Heating Equipment Repair/Replacement (HERR) program commenced on 12/11/25, specifically for homeowners aged 60 and older. The HEAP program started on 12/1/2025 and is designed to aid low-income households in managing high home energy expenses. Eligible households may receive a one-time annual benefit (regular HEAP) based on their heating method, along with emergency benefits for heating repairs and replacements. Applications can be submitted to the Tompkins County Department of Social Services for those receiving ongoing Temporary Assistance or Food Stamps (SNAP), as well as individuals who do not qualify for the County Office for the Aging. The County Office for the Aging accepts applications from households with members aged 60 and over or those receiving SSI, SSD, or Veterans' Benefits, provided they are not on recurring Temporary Assistance or SNAP. The HERR program operates year-round, while HEAP Cooling funds for 2026 will be available from 4/15/26 to 6/22/26 or until funds run out. The cooling program will conclude on June 22nd or when funds are exhausted, whichever occurs first, with air conditioning units distributed on a first-come, first-served basis. The program will end in August or as soon as funds are depleted. Households that do not qualify include those with a functioning air conditioner less than five years old, those who received a HEAP-funded air conditioner in the last five years, those living in ineligible housing (like subsidized housing with included heat), or those who fail to meet medical or income criteria.
