As of November 2025, the primary UW 211 ALICE program remains unfunded, but a small allocation for utility assistance has been secured due to the HEAP opening delay. This support is available for ALICE-eligible clients facing one-time shutoffs from NYSEG or needing propane/oil refills or wood/pellet deliveries. Clients must adhere to HEAP income guidelines for this specific aid and should explore other programs prior to applying for ALICE. Funding is very limited, so please check back for updates. Assistance can reach up to $500 for qualifying households, covering various needs including car repairs, car insurance (with a cancellation notice), phone bills (with a shutoff notice), utility bills (with a shutoff notice), health insurance, childcare expenses, and back rent assistance (with an eviction notice). Clients must demonstrate ineligibility for other local programs such as DSS, Catholic Charities, Robin Fund, or INHS for rent assistance or repairs, and must provide proof of this ineligibility. Income guidelines are detailed in the eligibility section below. Required documentation includes proof of residency or employment in Tompkins County (like a valid NYS driver's license with current address, utility bill, or recent mail), income verification (such as a current paystub, Social Security benefit statement, or bank statement), and documentation of need (including eviction notices, repair estimates, or utility shutoff notices indicating the amount needed to prevent service disruption).
