About this resource

Flexible Services, referred to as "flex funds," consist of non-covered offerings that supplement the benefits of the Oregon Health Plan (OHP) through Coordinated Care Organizations (CCOs) aimed at enhancing care delivery and overall health and well-being of members. The CCO determines eligibility for these services. Examples of services may include: -Housing assistance (rent support, rental deposit help [with a scheduled move-in date], utility bill coverage, housing programs for women and children) -Short-term motel accommodations (for individuals transitioning from a hospital, facing severe weather, needing temporary housing before moving into a new home, or escaping domestic violence) -Electronics like cellphones, computers, and other communication tools -Educational resources and classes -Family and home support (e.g., child health and safety items, parenting programs, household appliances, climate control devices) -Gym memberships and fitness classes/equipment -Health and substance use prevention assistance All flexible services are evaluated individually by the CCO. It is important to note that these services are not meant for emergency situations, and CCOs are not obligated to provide them. Since flexible services are not covered benefits, denials cannot be appealed; however, OHP members have the option to file a complaint.

Intake Process: For information, please call or visit the website. There is no mandated timeline from the Oregon Health Authority (OHA) for CCOs to review requests for flexible services, and the processing time may exceed 4 weeks after submission.
